What's this on my wheels???

Guys, picked up these Camaro 20's today, they were really dirty, guy said everything was fine with them, just need cleaned. Took his word, ( I know, my fault).
Anyways, got em home, washed, cutting polish, polish, tried metal polish, wadding polish, and can not get the "white" stuff off the wheels? Is it something in the metal or what? I have no clue!
Here's a couple of pics:

I've never seen cracks like that? It almost looks like paint...did he drive behind a lane stripper or recently painted concrete? Were they such a score enough for you to get them powder coated?

I can't tell what the hell it is... you can't feel it with your fingernail. I sent him a text, of course, no answer yet.
I did get them for a good price, but the idea was to use them as they are, were supposed to be in excellent shape, no scratched or anything.

Those wheels are polished, then cleared over. Its the clear cracking & flaking off. The only way to fix it is to strip the clear all off & reclear them.

You can just barely feel it on some spots.. it's all over the inside of the rims too... I used a screwdriver and it will scrap off a little bit on the insides, I got brave and tried scraping a little tiny spot on the polished part, and it it started to come off a little but looked like it was taking the polish off too.

I don't have a heat gun, maybe try a blowdryer??

That's just it, it doesn't feel or appear like it flaking off. I've had polished wheels before that cracked and it didn't look like that.

Teerump, if you want to list them, let's submit a for sale ad for approval in the proper section....when or if you are ready of course.

Looks like road paint to me. I had this on my rear fender. I wouldn't come off with polishing compound. This might sound harsh but if you do it right you won't have any problems, go to Home Depot and get lacquer thinner in the blue and orange container. Get an old white T shirt and pour a little bit on the shirt just enough so it's damp to the touch about the size of a quarter. Rub an area to test than use a polish. I know what you are saying that it will hurt the clear coat, if you do it gently and use a small amount of thinner you won't damage the wheel.

If you are afraid to try it I'll take them off your hands for $450 plus shipping to NJ.

the clear gets damaged by a stone - clear then gets water/dirt/crap etc whatever
under it & starts to "craze" which going by your photo's is whats happening to those wheels......

I've seen that on my paint before. I almost crapped, got the detailer, and it wiped off. I think it was some kind of insect or plant funk. It didnt wipe right off, I had to work at it but it didn't leave an indentation or stain or any thing.
