Spoiler attachment

I removed my spoiler today to fix one of a potential trunk leak source. It's two halves are mostly separated and I broke 3 of the 5 clips as well. I'll reuse the two remaining, and see about getting now bolts to replace the rusty ones (any recommended places?). What is recommended to refuse the two shells of the spoiler? And then once the sticky strip is taken off the existing spoiler, what's better to restick it to the body, more 3M tape which will again release over time or the black RTV silicone I've seen mentioned?

I would try some JB Weld to reconnect the two pieces, and 3M tape when attaching it to the trunk.

2009.5 SBM GT: Lots of show with some go.
The garage queen.

2008 IOM GT: Some go, working on the show.
The daily driver.

2004 Blazer Xtreme: Lots of go.
Sold and will be missed.
