Painting interior pieces, What are the proper steps to ensure no stickiness?

I will be painting some interior pieces and need some advice on how to ensure there will be no stickiness with the clear coat when it's done. I painted my ortiz triple pod last year and over the summer it remained sticky when it was hot outside and now has collected all kinds of lint and it looks like total crap. I want my pieces to have a nice glossy shine to them without being sticky, please help.
