^^^ Yes *both* fans turn on at *low* speed as soon as the AC senses a certain freon pressure has been reached. That pressure threshold happens real fast. Then if it rises to a higher pressure (which it will quite easily) both fans are commanded to high speed. The same basic conditions would happen if the *AC were off* and the engine water temp exceeded a certain temp.
Looks like to need to see (with power off) that the fan not running can easily be rotated with your fingers first. If not bound up, it might be time to look at the possibility of a blown fuse or possibly a faulty fan relay for that circuit.
